The native FLAC transport isn't a transport "layer" in the best way of ordinary codec design because it can't be totally separated from the payload. Though the metadata system may be separated, the frame header consists of each information that belongs in the transport (sync pattern, timecode, checksum) and knowledge that belongs within the compressed packets (audio parameters like channel assignments, pattern charge, and many others).
